*DIRECTOR OF FAMILY PLANNING*
*Job Summary:* This position provides leadership, oversight, and
management of the Family
Planning Program, which includes the Title X Program, the Health
Resource Center (HRC)
Program, and the HealthyWoman Program. The Family Planning Program cuts
across all
divisions of AccessMatters. This individual participates as a member of
the Senior
Management Team and facilitates AccessMatters’ Title X Family Planning
Provider Network
and AccessMatters’ Medical Committee.
*Essential Functions:*
* Provides oversight and management of the Family Planning Program,
ensuring the use of
evidence-based guidance and programmatic best practices to deliver
effective and efficient
quality family planning services. Maintains communication and
relationships with funders
(principally DHHS/OPA, Philadelphia Department of Public Health, and
Pennsylvania
Departments of Health and Human Services).
* Prepares the Title X proposal, progress and annual reports, oversees
preparation and
submission of the Family Planning Annual Report (FPAR), prepares for
Title X Program
Reviews, and represents AccessMatters at regional and national Title X
grantee meetings.
* Provides oversight to the Health Resource Center (HRC) Program, the
HealthyWoman
Program, and the WISEWOMEN program which includes preparing relevant
proposals,
preparing and submitting quarterly and annual reports, and representing
AccessMatters at
local and regional meetings.
* Develops and monitors programmatic budgets; ensures appropriate
allocation of funds to
providers and program services; creates and monitors Title X budget and
expenditure
allocation.
* In collaboration with other AccessMatters Directors, assesses training
and technical
assistance needs among AccessMatters’ family planning provider network,
utilizes service
data to inform practices, monitors quality of service delivery, and
facilitates program evaluation
activities.
* Utilizes analyses of population, provider, and health data to
determine needs and program
opportunities within AccessMatters’ five-county service area, and more
broadly, as appropriate.
* Recommends programmatic and service priorities and expansion
opportunities to Vice
President, Health Access and Service Delivery and, in collaboration with
other AccessMatters
Directors, seeks funding for program initiatives.
* Provides staffing support to the Family Planning Provider Network and
Medical Committee of
the Board and facilitates staff work as appropriate to other Board
Committees, including
Planning and Evaluation.
* Represents AccessMatters on technical, programmatic, and community
advisory groups at
the local, state, and national level.
*Supervisory Management*
* As supervisor to three positions, provides guidance on functions such
as program
management, budgeting and funding, resource development and allocation,
and performance
appraisal.
* Attracts, develops, coaches, and retains high-performance team
members, empowering
them to elevate their level of responsibility, span of control, and
performance.
* Provides leadership in development of inter-team communication and
cohesiveness,
sustaining culture, and supporting staff during organizational growth.
*Knowledge, Skills and Abilities:*
* Demonstrated ability to conceptualize problems, identify and act on
opportunities, design and
implement programs to address service needs, gaps and health disparities.
* Ability to work with diverse funding sources, consumer constituencies,
and provider agencies.
* Excellent written, verbal, and interpersonal communication skills.
* Proven ability to obtain funding through grant writing.
* Understanding of principles and practices in a team-oriented work
environment.
* Ability to use data, technology and computer software to achieve
project management
efficiencies.
*Education and Experience*
* Minimum five (5) years as a clinical provider - Nurse Practitioner,
Nurse Midwife, or Physician
Assistant with certification and current licensure in PA.
* Master’s Degree with equivalent experience in planning, evaluation,
public administration,
public health or related discipline.
* Experience with provision of sexual and reproductive health services
and/or management of
sexual and reproductive health programs, preferably in a Title X program.
* Minimum 8-10 years of progressive experience in health care program
planning and
administration, preferably in a not-for-profit environment.
* Minimum of five years staff supervision.
