I dont know about Virginia. But when I worked in Washington, and got injured, Washington did not have short term disability. However California did, and I had worked for a company less than a year prior in California so I qualified for the short term disability there. Carla

In NYS it is the NYS Disability Fund that both employers and employees pay 
into, comes out of every pay check. Ask the doc who is treating you, she/he 
would have filled out forms for other patients.
