Oregon law allows a child over 14 to refuse medical care. It wouldn't surprise me if this law is soon might be revisited. There is a related case within this same community. This young man's 15 month old cousin recently died of meningitis; her parents have been charged and are awaiting trial.
Sad frustrating stuff.........

When a mentally ill patient refuses urgent care, we get a psych eval, they are declared incompetent and go to court to have a guardian appointed. Same thing when parents make bad choices for their children; the child is placed in foster care and a guardian is appointed. This has happened most commonly when a parents of a child with cancer refuse accepted care to save his life. Isn't this law in effect in Oregon?
